Colin Blaney is a Senior Partner at HealthScape Advisors, a Chartis Company with nearly 25 years of experience in healthcare and management consulting. He partners with national and regional payers, provider-sponsored health plans, and healthcare service organizations to define and execute enterprise strategies that improve member experience, elevate care quality, and optimize the cost and delivery of healthcare services.
Colin has led numerous large-scale, multi-year transformation initiatives, including the rescue of a failing integration of core health plan administration platforms, the modernization of a provider-facing platform with over one million active users, and the enhancement of provider data management capabilities across multiple functional areas of a health plan. He has also advised multiple early-stage organizations in developing and launching innovative solutions and services that explore new business models and partnerships across the healthcare ecosystem. On numerous occasions, he has facilitated industry-level discussions and workshops that help design and implement innovative solutions that simplify administrative processes for payers, providers, and other healthcare stakeholders.
In addition to his advisory work, Colin has served in multiple interim executive leadership roles, including leading the technology organization of a provider-sponsored health plan, acting as CTO for a third-party administrator supporting multiple Medicaid, Medicare Advantage, and Exchange health plans, and as CTO for a member engagement focused services company to help navigate multiple acquisitions. In these roles, he has stabilized operations, implemented performance metrics, and led cross-functional teams through periods of significant change and uncertainty.
Colin leads HealthScape’s Technology Advisory services, that focus on supporting clients to implement product operating models that enable agile, cross-functional delivery and vendor integration; redesign IT organization strategies to improve alignment, delivery velocity, and accountability; enable interoperability and data exchange to support care coordination, cost optimization, and regulatory compliance; lead platform modernization efforts to upgrade legacy systems and improve scalability, performance, and member experience; and facilitate strategic blueprinting to define future-state capabilities and transformation roadmaps.
Colin was previously a Senior Vice President with crankfrog, a top healthcare payer advisory services firm, before it joined Chartis in 2022. Prior to that, he served as a Staff Vice President at WellPoint (now Elevance Health), where he established and led a Business Architecture team under the Chief Technology Officer. He also held the role of Principal at Diamond Management & Technology Consultants, where he led transformation programs for payer and life sciences organizations.
Colin earned a Master of Business Administration from Northwestern University’s Kellogg School of Management and a Bachelor of Science from Boston University.
